Chartered Accounting (CA) Occupation Bee Sector Code, Part 3 – Scorecard Weighting and Compliance Targets

As mentioned previously, the vision for CA's occupational sector code is to increase the number of black people in CA professionals, reflecting the country's demographics, allowing them to meaningfully participate and sustain economic growth, thereby promoting equal opportunities and equal revenue distribution.

To achieve this vision, the focus of the CA sector code should be shifted significantly towards skill development, based on economic principles and sectoral characteristics, and the empirical research above. Therefore, 10 additional weighting points were assigned to the skill development scorecard. To balance the CA Sector Scorecard, this removed 10 weighting points from the company and supplier development scorecards. This is because the CA sector is not a field that can contribute significantly based on the nature of its business. As a result, the per-code weighting points of superior practice compared to CA sector codes for large enterprises are:

Enhanced perceptions of certain categories of black people:

Black women should form between 40% and 50% of beneficiaries of related elements of scorecards. Black people with disabilities, black youth, rural black people, and black unemployed people must form part of the beneficiaries of related elements of the scorecard.

Weighting indicators

In addition to the weight points assigned to each element, the Good Practice code attaches weight points to different indicators within each element. The main reason for weighting these indicators is to make it easier to understand and interpret B-BBEE scorecards for different entities and sectors, as well as to allow comparison of progress between sectors and industries while working from an unbiased baseline.

Based on the above reasons, the CA sector adjusted the recommended indicator weighting of the code of good practice to account for the unique conditions of the CA sector and the long-term benefits of such adjustments.

Compliance Targets

The CA Charter recognizes that many companies practice as professional partnerships and practice entities that are not embedded. Including alternative targets based on sales was motivated to respond. If a professional partnership is included in the partner entity, you must use sales, but you must use net income after tax (NPAT). If a company commits a loss, sales are automatically used to calculate the required spending.
