Hon, vice minister of the presidency. Kenny Morolong met with members of the Transformation and Revitalization of Print and Digital Media and the Marketing, Advertising and Communications (MAC) B-BBEE Sector Charter Council to discuss collaborative efforts towards a comprehensive media in a digital and multi-platform environment, and to maintain and grow their contributions to domestic products (GDP). These meetings took place on Monday, March 3, 2025 in separate virtual sessions.
This engagement underscored the government's commitment to promoting diversity, equity, fairness, and fair expression and revitalization of the media and advertising industries.
Deputy Minister Mororon emphasized the importance of ongoing government support dedicated to sector growth and sustainability.
“Media and advertising are powerful tools in shaping public discourse and national identity. Changes in these sectors must not only be policy-driven, but also reflect the ownership, content and opportunities of historically disadvantaged individuals,” Deputy Minister Mororon said.
During the meeting, stakeholders discussed:
Progress of media transformation initiatives within the print and digital landscape in line with the preliminary report of the Print and Digital Media Market Research.
MAC Council implementing strategic revised sector codes for greater industry accountability.
With the successful implementation of B-BBEE, which requires strategic collaboration and partnership between GCIS and the printing and digital media industry, transformation led the transformation, with all partners playing a key role in the sector's revitalization and sustainability processes.
Strengthening policies to support comprehensive participation in the media economy and ongoing support for Mac Sector Charter Council's work resources.
Deputy Minister Mororon reaffirmed that “the government remains committed to working with industry stakeholders to dismantle systemic barriers and ensure that the South African media landscape is inclusive, competitive and represents the diversity of the country.”
The conference concluded with a common commitment to developing an action plan that accelerates change efforts and establishes measurable outcomes for industry advancement.
The Marketing, Advertising and Charter (MAC) Sector Charter Council consists of representatives of the MAC sector organizing agencies, organizing an organized workforce and is led by the law as follows:
• Oversees the implementation and monitoring of sector code.
• Provide guidance on issues related to black economic empowerment in the MAC sector.
•Compiling a report on the status of black economic empowerment in the MAC sector.
•Share information with approved accredited bodies conducting economic empowerment assessments for black people in the MAC sector.
•Involve and advise the Minister of Line Function and other relevant regulatory entities on the implementation of the MAC sector code.
• Develop mechanisms and strategies for monitoring compliance in MAC sector codes.
•Develop strategies for consultation with state and local stakeholders regarding the MAC sector code.
•Develop broad empowerment guidelines and models for black-owned businesses at local, local and national levels.
•Develop and implement an interactive portal to tell you the basic way to apply a B-BBEE scorecard to all the different elements of B-BBEE.
•Develop baseline indicators, research implementation or commissioning research with the aim of ensuring effective implementation of MAC sector codes.
• Report to the Minister of Line Function via GCIS, DTIC, BEE Committee, BBBEE Advisory Committee and Parliament on the implementation of the MAC Sector Code
•Advise on modifications to the MAC sector code and other snippets of law that prevent effective and efficient implementation of the transformation agenda.
The Transformation and Revitalization of Print and Digital Media The Steering Committee consists of a variety of media executives from print and digital media companies.
• Develop roadmap for the establishment of a print media charter to promote B-BBEE in the sector
•Availability of print and digital media in languages ​​spoken by all South Africans.
• Industry details including deadlines and targeting to achieve transformation goals. It is set as a commitment to diverse and transformed print media across the industry's value chain (newsrooms, publishing, news sources, printing, distribution, advertising).
• Areas related to ownership and management, language, race, gender, employment equity, terms of employment, skill development, contributions to promoting media diversity (via MDDA), and access to printing and distribution.
