Johannesburg – The Council of Independent Development Trust (IDT) has immediately led CEO Malaca to a preventive halt.
In a brief statement on Friday, August 1, 2025, the IDT Committee stated: “This decision follows receipts and considerations from the final forensic report on IDT's involvement in the PSA oxygen plant plant project,” he said.
The statement states that “preventive cessation is in line with internal policy and labor relations laws and was established to allow for independent, unhindered investigation into the serious issues raised.”
The action comes days after Minister of Public Works, Minister Dean McPherson released a terrible report on IDT's dangerous bids.
The forensic investigation report on the R800 million bid awarded by IDTs, which falls under National Public Works and Infrastructure, recommends disciplinary action against the top management of the entity.
MacPherson outlined recommendations from the PWC Forensics Report. This was proposed to propose “to the relevant authorities involved in the PSA oxygen plant project, unless NDOH (National Ministry of Health) is properly addressing it during the procurement process” and “to related staff.”
However, Friday's statement explained: “The board emphasizes that this is not a disciplinary sanction. Ms Malaca is an employee of the organization and has not committed any crimes of misconduct.
“To ensure continuity and organizational stability, the Board has requested Dean McPherson, Minister of Public Works and Infrastructure, to serve as the second senior officer.
“The Minister then immediately adhered to CJ Abraham in this role.”
The Board expressed gratitude to the Minister for his “continued support” and reaffirmed his commitment to clean governance, institutional integrity and transparent outcome management.
