JOHANNESBURG – Online shoppers in the Randburg area may have experienced a rapid delivery disruption after the Johannesburg Metropolitan Police Station (JMPD) swooped down with delivery bikers.
Commenting on the attack on Tuesday (May 13, 2025), JMPD said “we have strengthened our ongoing business in the Rosebank area to address concerns related to illegal and unsafe delivery bicycle activities.”
JMDP added: “These efforts are part of a broader citywide initiative to ensure traffic safety, compliance with local government bylaws and protection of pedestrians and drivers.
“Recent observations highlight the rapid rise in delivery bikes that operate illegally, often involving reckless driving behaviors such as obstructing traffic and pavement, illegally parking, speeding, weaving and neglecting traffic lights.
“Many riders lack valid drivers' licenses, vehicle license discs, and, for foreigners, appropriate immigration documents such as passports and commercially operated permits in South Africa.”
These practices pose serious safety risks, hinder pedestrian movement, and contribute to traffic congestion, especially for people with disabilities.
The lack of appropriate documentation also raises concerns regarding accountability and regulatory oversight of these distribution services.
In response, JMPD said it had implemented targeted operations under the leadership of Coach Angie Mokashi.
JMPD said 15 bikes were locked up for violations, including interference and lack of licenses.
Additionally, one individual was arrested for dealings at Dagga, while the other 10 were arrested for violating immigration laws.

Prior to enforcement, the JMPD Community Outreach Unit engaged with delivery operators through an awareness campaign highlighting the importance of legal compliance, responsible driving and proper documentation.
Despite these efforts, sustained violations required stricter enforcement measures.

Verifying the adequacy of all operators' driver's licenses for compliance confirms that foreign riders to enforce passports must deal with unstable driving behaviors to prevent illegal parking and parking restrictions, ensuring increased patrols and other immediate actions to address other traffic violations related to delivery bicycle operations.
JMPD urged all delivery bike operators to follow the law, ensured that the documents were valid and adopted safe driving practices.
“We also call on businesses and delivery platforms to ensure that riders comply with all relevant laws and prioritize road safety,” JMPD said.
“These businesses aim to promote a safe, legal and respectful environment for all Johannesburg residents and visitors, rather than disrupting legal businesses.
“JMPD continues to be committed to monitoring and dealing with violations to maintain order and safety throughout the city.”
