Johannesburg – The Association of Civil Service (PSA) is sounding an alarm about the possibility of service delivery in the Joburg Central Business District (CBD) due to an underground fire that erupted along M1 on Workers' Day.
The fire occurred on Thursday morning, May 1, 2025, causing damage to underground infrastructure and power outages in Braamfontein, Parktown West, Newtown Junction, De Korte North, Smith West and surrounding areas.
Commenting on the issue, the PSA on Sunday (May 4, 2025) said that the city of Johannesburg said it was expected that the provision of services would be suspended as a result of the now-extinct underground fire.
The union said several government departments are run by Joburg CBD.
Johannesburg emergency services fought the flames until they disappeared when a fire broke out under the M1 South near the Smith Street exit in Brahmfontein.
The tunnel under M1 was ventilated to remove smoke and ensure that the area was safe.
Preliminary investigations indicate that cable theft and vandalism could have caused a fire.
It also said that the incident could be related to growing trends in underground criminal activity related to illegal mining.
“While the full extent of damage is still being assessed, the initial report shows that critical infrastructure may have been affected, such as power lines serving local and government buildings,” the PSA said.
“The disruption could affect key public services such as licensing, housing, and social development offices in the area.”
The PSA said it will work closely with city power, Johannesburg's emergency management services and Johannesburg Metropolitan Police Station to secure the area and restore normal operations as soon as possible.
“In the interim, the public is advised that some government buildings in the CBD may experience power losses and may reduce service capabilities,” the PSA warned.
“Drivers will need to avoid the M1 South after the Smith Street exit due to lane closures and traffic congestion. Residents who need emergency municipal services are encouraged to use the online platform when available or visit an alternative service centre.”
The PSA urged residents and commuters to remain patient and supportive as emergency teams continue their recovery efforts.
