LONDON – Electricity has recovered in most parts of Portugal and Spain, with states of emergency declared in both countries.
Prime Minister Pedro Sanchez said “the system has never been completely broken.”
The suspension on Monday (April 28, 2025) also affected France, disrupting the Morocco internet, but for a short time.

Today, 99% of the electricity has returned to their Spanish homes, but 100% recovered in Portugal as officials tried to find the cause of the outage.
The massive blackouts have caused concern and disrupted millions of lives.
Hassan Qassem, a resident of Valencia, said:
“As far as we think AI and technology are advancing, the basics like using mobile phones and cooking are dependent on electricity.”
Not only the trains, but also traffic has stopped. Hospitals and flights were affected, and more everyday normal activities of living were affected.
Playing at the Madrid Open has also been suspended.
Many people slept on the street overnight and underground at train stations, losing contact with their loved ones.
For now, the cause of the outage remains under investigation, and the Portuguese energy company has asked people not to speculate on what causes the outage, such as cyberattacks and air phenomena.
As for Spain, the king chairs the security conference to discuss how this happened in both countries.
After the power outage, hundreds of flights between Spain and Portugal have been cancelled, with Lisbon being the most affected airport, with 45% of flights being grounded.
Train trips in Spain continue.
Countries like the UK are considering ways to address the “challenges and threats” after the Iberian outage.
